Budget // Meadows Gate
As you know, the whole country is in a financial crisis. Our Association is just a small part of the world economy. We are far from immune from the economic downturn. Some of the property owners inside of our community are not paying their dues on time, if at all. This is putting a huge strain on our budget. The Board of Directors is looking at ways to save money from every line of the budget.
The biggest proportion of the budget come from three areas; Landscaping, Security, and water usage.
We are looking at ways to save money in all areas, not just the top three, but the biggest savings can come from the biggest areas of the budget.
One proposed savings would be to close the Meadows Gate to visitors at night, from about 10:00 PM to about 6:00 AM. After 10:00 PM visitors would have to enter through the
We would have to put a new alarm system on the Meadows gate and increase the video surveillance of the guardhouse and Meadows pool. We would also lengthen the hours of the patrol we share with two other communities in Porter Ranch.
How do you feel about this? How so you feel we should modify this plan?

What is the savings per month by making this change?
What is the cost for adding new cameras and security patrol?
Additional cost incurred by making this change?
Chances of vandalism to the shack since it is a dark area and a "rough" guess at that cost?
Look at the cost incurred vs cost saving along with how long do you plan to make this change?
I would like to see what the number would be so when making changes we are being wise and informed.

Also, the installation of an Alarm/Response with any security company would be minimal in monthly costs, just like any other store/front incurs during closed hours. I DO NOT BELIEVE IN SPENDING ADDITIONAL FUNDS TO INSTALL MORE SURVEILLANCE CAMERAS, OR INCREASE THE AMOUNT OF SHARED PATROL. On the contrary, my opinion is that the ADDED COST OF PATROLLING SORRENTO, is NOT necessary. By restricting the points of entry and pooling ALL our resources on the Mason Main Entrance and tightening THAT security and scrutiny, we can REDUCE or ELIMINATE the internal patrolling within Sorrento, Sorrento Pointe and Meadows."
Also does S&S pay some type of association fee since they are still building in the area? Maybe per new home that is available(for sale). Since they use our gates for guests to see the models I hope they are paying a fee of some type."

Meanwhile,I am not sold in closing Torino.Im glad thats not what we are blogging for.Having a back up access thats available all the time makes sense. Besides we don't want to inflict too much wear and tear in the main gate plus over 600 homes, one gate, does not sound logical. Thanks"
As to the Torino gate, closing the entrance makes sense but how much would we save? The comments about disregarding security are silly. I have seen the security guards patrolling and stopping unwanted activity. We have too many contractors and unwanted guests getting into our community and the security company can respond far faster then the police."

According to Pat, many residents are not or cannot pay their HOA dues. While I don't believe anyone should have a "free pass" that's not the issue here. The issue is keeping our community's resources in shape (such as economic reserves), and making operational adjustments in light of the economic realities.
I am open to the concept, however do believe that residents cannot be expected to make a meaningful choice in a vacuum. I hope that the board will post some specifics about the costs as-is along with the proposed savings in a line-by-line or some other meaningful format - if this is already available please advise where we may find it.

I'm oK with shutting down the Meadows gate during the hours suggested.
Look into less watering, that will save us the big $$$.

As a resident of Sassari Lane, my main concern is not so much the inconvenience posed on potential visitors, but instead the security that a manned guard house provides. Having a guard at the gate is a deterrent for would be trespassers sneaking into our community. Granted, people can sneak in at all our gate locations but because there is not as much traffic in the Meadows gate area, I feel it is more susceptible to trespassers and vandals.
I would be ok with removing the guard or other alternatives as long as it doesn't compromise the security of the residents.

One comment that has occurred several times “What are we really saving here?” What is the cost of the extra patrol and the cost to make the guard house safe from burglars if it is not occupied during the middle of the night in an isolated area. The Security Committee is getting that information. We expect to give the HOA and the Board those numbers before the Board makes a final decision.
There were some comments about why we would consider this. Closing the guard house during off-hours is not going to reduce anybody’s dues. Although we made provisions in this year’s budget for a higher number of owners not paying their dues, that number is increasing. That leaves the rest of us to pay all the bills. Closing the Meadows guardhouse during off-hours is just one way we can close the dues vs. expenses gap that the current recession is causing your association.
We are looking at many ways to save money, but the biggest areas of the budget are related to landscaping, water, and security. We want to keep the community green and safe while saving what we can. We know that the drought will cause a reduction in watering, but an increase in the water bill for example. We are going to have to learn how to better conserve water.
If we choose to reduce the number of hours that the Meadows gate is manned, that proposal will not save nearly enough money to meet our responsibility to properly fund the Reserves as our Treasurer, Greg Norris has explained.
We are not proposing to close the Torino gate. I got many, many e-mails from agitated residents when we closed the Torino gates due to high winds. When the Torino gate is closed residents have to go back onto Rinaldi and then enter via a left turn onto Sorrento Lane. The Sorrento gate backs up very quickly at peak hours when the Torino gate is closed. We will continue to close the Torino gate when the wind is too high for the gates and motors to handle, but too many residents would inconvenienced if that gate is closed full time. We worked very closely with S&S to insure that the Torino gate would stay open, but not be an open invitation to outsiders to come in to our community without passing through security.
The main reason I posted this question was because I don’t live near the Meadows gate, and I wanted to find out how closing it to visitors during off-hours would impact the people that use that gate most of the time. Most residents don’t have visitors that late at night. Some of you have said you like the idea of more patrol time during those hours. Please feel free to make more comments; the whole Board of Directors will be watching the blog.
Again, I assure you we won’t do this to save a hundred dollars a month. You will hear the bottom line dollars before a decision is made by the Board. I know this is not just a dollars and cents issue. If we think the community and our assets will be less safe, I will recommend against it. If it looks like the added patrol will enhance our security and we can save money I will promote the idea to the rest of the Board.
Clearly, there is no solution that will make everyone happy. I’m sure most of the homeowners that aren’t paying their dues would like to be able to. So ultimately the Board will have to decide how to lower our expenses while keeping our quality of life as high as possible.
We are really trying to gauge how the whole community feels. It is difficult when the post is anonymous and you don’t indicate which street you live on. I really do appreciate those comments that indicate where in our community you live.
